A study carried out at the University of Murcia (UMU) by the Financial Economics and Accounting research team headed by Professor Bernardino Benito López, reveals that at least 40 percent of Murcia's municipalities obtain a surplus by charging residents above of what it costs to the municipal coffers the provision of the service, among them, Los Alcázares.
A surplus that can not be given, since it violates Article 24.2 of the Revised Text of the Law Regulating the Local Treasuries: "the amount of the fees for the provision of a service or the performance of an activity may not exceed, as a whole , of the real or foreseeable cost of the service or activity or, failing that, of the value of the benefit received ".
In this sense, and as it gathers the report of the UMU, Los Alcázares would be the municipality that more benefit registers of the Region of Murcia in the provision of garbage collection service.
Specifically, the winning company charges 135 euros per inhabitant to the City Council, while each neighbor pays 188 euros per year, according to the data published and analyzed in the study.
The account is easy: 53 euros more per head than the municipal coffers enter and available to pay other expenses.
Given this situation, the spokesman of the PSOE of Los Alcázares, Mario Cervera, said that "we are going to ask the City Council of Los Alcázares to study and review if this UMU report is right, and if so, we will demand that rebate so that the rate complies with the law ".
He explained that "municipalities can not act as companies in the provision of services, they can only be charged to cover cost and under no circumstances get benefits for the provision of services." In this situation, and confirm what is collected the UMU study, we will demand solutions for all the affected neighbors ".
